UNESCO's GNLC initiative makes a powerful contribution to spreading the benefits of lifelong learning throughout the city. It fosters partnerships, civic engagement and peer learning.

The initiative is based on a strong motto: “Harnessing the power of lifelong learning for a sustainable future”. It is a policy-oriented network that provides its members with best practices. This takes the form of concrete tools, such as guidelines and comprehensive checklists of action points for improving lifelong learning. In addition, annual awards stimulate inspiration among member cities. These awards serve to identify and promote investments in education that benefit all, including those who are often marginalized, such as at-risk youth, migrants, the elderly, digitally excluded populations and people with disabilities.

What is a learning city?

A learning city is a city that promotes lifelong learning for all. It also
- revitalizes learning in families and communities; ;
- facilitates learning for and on the job; ;
- develops the use of modern learning technologies; ;
- improves the quality and excellence of learning; ;
- promotes a culture of lifelong learning; ;
- effectively mobilizes its resources in all sectors to promote inclusive learning, from basic education to higher education.

In doing so, the city promotes individual empowerment and social inclusion, economic development and cultural prosperity, as well as sustainable development.
