Early education and lifelong learning research (27%)
- Proportion of research documents consulted or downloaded (10 %)
- Proportion of research papers in the top 10 % journals according to Citescore (10 %)

Emphasis is placed on pedagogically relevant research, by measuring article consultations, the proportion of articles appearing in the top 10 % journals, and the volume of research produced.
Data are provided by Elsevier's Scopus dataset, based on a keyword query associated with SDG 4 (quality education). The data includes all publications indexed between 2014 and 2018, and is normalized using the Z notation.
Proportion of graduates with teaching qualifications (15.4 %)
To understand how a university supports early childhood education, we measure the proportion of its graduates who graduate to teach at elementary school level in their country. The data relates to the number of graduates in the 2018 academic year.
The data was supplied directly by the universities and standardized using Z-scoring.
Lifelong learning measures (26.8 %)
- Access to educational resources for non-university students (5 %)
- Educational activities open to the general public, such as conferences or specific educational courses (5 %)
- Educational events offering vocational training to non-university students (5 %)
- Educational outreach activities in the local community, including schools (5 %)
- Policy to ensure that these activities are open to all (6.8 %)
