The time has undoubtedly come for a Declaration of Human Rights:
- Humanity is facing a major and unprecedented danger,
- Visit premises of such a Declaration are to be found in very numerous international texts already adopted
- Visit CoP 21 in Paris opens a historic opportunity that the President of the Republic has referred
- All the science is captured by the unprecedented imperative of preserving the future of humankind and nature in a relationship of interdependence.
It was against this backdrop that the Universal Declaration of Human Rights.
After outlining the content of the Lepage mission (I) and its achievements (II), we propose a global and special explanation of the Declaration (III). Drafting alternatives are formulated (IV), and the various possible adoption procedures are explained (V). Finally, a brief overview of current citizen initiatives is given (VI).
